A letter about the institute car park

The letter below is very interesting -  from J W Rayson (Church Warden and Anson Trustee at the time) to Mr Jones at the Oxford Diocesan Trustees, sending drawings of work to be done to create the Institute car park. He reports on a discussion with representatives of the Ex-Servicemen's club where they agree to foot 50% of the cost of the work to provide the car park on condition that the Anson trust undertake not to do away with the car park for a period of 20 years and if they did then they would have to repay 50% of the costs provided by the Ex-Serviceman's Association. 

Well, the tender finally accepted for the work was for £2884 so a 50% repayment would amount to just £1442. The 20 years period ended in 1994 - where is the problem about taking over the car park now?

Dear Mr. Jones,

Anson Trust
Proposed Access Road and Car Park to the Marcham Institute.

With reference to today's telephone conversation I enclose the drawings of the Oxford Architects Partnership as follows: Drawing No. 7052/3 and Drawing No. 7347/4 indicating the work required to be done.  I also enclose a copy of a letter I have received from the Oxford Architects Partnership dated January 7th 1974 setting out the tenders received for this project.

As explained on the telephone this morning the Trustees had a meeting last night with the Maxcham Ex-Serviceman's Committee who are keen to see this Car Park built and after a considerable amount of discussions they offered to provide 50% of the cost. They did however lay down three conditions,

  1. That four car park places should be reserved for them.
  2. The lease on the hall which they rent from the Trustees should be extended for a 20 year period.
  3. An undertaking would have to be given by the Trustees that they would not do away with the car park for a period of 20 years and if they did then they would have to repay the 50% of the cost provided by the Ex-Servicemans Association.

My main concern at the moment is to find out from you if from the money point of view it is a viable proposition. In other words can the Anson Trust meet from funds 50% of the lowest tender received?
