dspGuru: Digital Signal Processing Central has a good collection of resources for both beginners and seasoned users.Many open-source software titles can be freely downloaded, ranging from implementations of DSP algorithms to compilers and other software development tools. It cover some important DSP subjects, like finite and infinite impulse response filters and Fourier transforms. There is also a section called Tribal Knowledge that is filled with common techniques and tricks that experienced DSP designers know, "but isn't in the textbooks.
Verificationlib.org: Bringing Simulation and Formal Verification Together an initiative to provide designers, integrators and verification engineers with a single and vendor-independent interface for design validation." The 200+ page document can be downloaded at no charge after providing an email address.  There are many library definitions given, with example modules of the assertions in both Verilog and VHDL languages. These predefined modules can be used by the designer regardless of the type of verification tool being used. 
Digital Logic a very good overview site.  Particularly interesting section is devoted to the inner workings of logic gates
Introduction to Digital Filters contains equations, theorems, and principles of filter design spread across many chapters. Several MATLAB utilities and C++ implementations are also given
Java Digital Signal Processing Editor [.pdf] online digital signal processing system simulation utility. This allows the user to generate various signals, create filters, and analyze the responses. Other functions include Fourier Transforms, convolution, autocorrelation, and speech processing
Parallel Port Customizer v2.0 [9k] W9x/2k/XP FREE uses the single pins of the parallel port to turn on / off  transistors etc. As the GUI version isn't truly real time it comes with a small dynamic link library (DLL) to link to your own applications

University of Strathclyde: The Z-Transform divided into two main sections; the first derives the Z-Transform and considers its properties, while the second describes its applications for solving various types of mathematical problems.  Some sample problems are given in the tutorial sections of the site
The Semiconductor Applet Service: interactive Java applets for semiconductor education.  Virtual oscilloscopes display current-voltage characteristics some of the applets show how different semiconductor materials work at the atomic level others simulate reading and writing of recordable compact disks.
The Scientist and Engineer's Guide to Digital Signal Processing [.pdf, .zip] Dr. Steve Smith offers his book about digital signal processing (DSP) free, in its entirety, on this site. All 33 chapters can be downloaded individually or as a whole. The book is quite well written, with plenty of figures, graphs, and illustrations that accompany the text. This book is excellent for college students in a DSP or signals communications course.
Agilent Technologies: Educator's Corner: covers many aspects of electronics testing and measurement. The major categories of instructional material are Basic Electronics, Radio Frequencies/ Communications, Lightwave/ Optics, and Digital Design/ Logic; each of these has several interactive lessons, slides, or Java applets that address specific topics. The site is best suited for undergraduates in electrical engineering or a related discipline
